Uganda Electronic Case Management Information System Project Inception Workshop

A project kickoff workshop instigating the implementation of the Uganda Electronic Court Case Management Information System (Uganda ECMIS) took place in October 2019, at Synergy’s Global Development and Research Center in Yerevan, Armenia. The workshop was attended by a delegation representing Uganda’s Justice Sector, headed by Mr. Pius Bigirimana, the Permanent Secretary of Judiciary of Uganda, and consisted of Mr. David Kikabi, the Principal Information Technology Officer and Ms. Julian Ruhweju, the ECMIS Coordinator at the National Information Technology Authority of Uganda.

The week-long workshop set the expectations and the roadmap for the successful implementation of Uganda ECMIS.

In September 2019, Synergy, in partnership with a Ugandan IT firm Sybil Limited, had signed a contract for the implementation of the Design, Development, and Maintenance of Uganda ECMIS. Over the course of the project, Synergy will be providing the technology to modernize Uganda’s court case management.

Uganda ECMIS will enable the country’s judicial sector to radically improve its court procedures, rendering them transparent and more efficient.

“Up until now, case management has been a big challenge for our Judiciary with plenty of case backlogs and mishandling of case files. We think Uganda ECMIS will enable us to do all case procedures, from case filings to making payments electronically, as well as to evaluate and prepare reports. The time needed to sort out cases will be significantly reduced, but most importantly it will minimize corruption, since the system will be limiting the human friction, which is the point where people are most exposed to corruption,” said Mr. Bigirimana.

Besides automizing the country’s court case management and making processes transparent, paperless, and more efficient, it is anticipated that Uganda ECMIS will have long-term implications on the overall advancement of the country’s economy.

“We are very optimistic and excited on how this system will support our country’s development through reducing corruption,” said Mr. Bigirmana.

Uganda ECMIS will automate and track all aspects of a case life cycle for all courts of the Ugandan court system (the Supreme Court, the Court of Appeal/Constitutional Court, the High Court, and the Magistrates Courts).
