From Low-Code Configuration to Custom Development
- Low-code configuration – build complete digital systems by configuring processes, data models, user interfaces, access controls, and other core system components using IDM’s built-in platform builders
- Full programming capabilities – implement advanced logic, custom integrations, and specialized functionality when requirements go beyond standard configuration.
Additionally, the platform follows a Long-Term Support (LTS) model that ensures predictable updates and stability across deployed environments, supporting long operational lifecycles.
What the IDM Developer License Enables
IDM can be applied across Synergy’s established domains such as justice, public finance, social protection, monitoring and evaluation, and additional institutional sectors. Typical application areas include case and workflow management systems, financial administration platforms, compliance and oversight systems, licensing and inspection workflows, program management platforms for international organizations and NGOs, and cross-institutional digital services.
Design and develop new systems on the IDM platform, including sector-specific and cross-domain implementations
Customize and extend IDM-based systems to reflect applicable policies, regulatory frameworks, and organizational processes
Develop integrations between IDM-based systems and third-party platforms: registries, payment systems, identity services, and data environments

Developer Resources & Support Materials
Licensed organizations receive access to self-service resources to support learning and structured communication, including documentation, video learning resources, the AI-based eAssistant, and Synergy’s centralized Service Desk.
License Structure
The IDM Developer License is structured to provide a stable and predictable foundation for long-term system development and deployment.
Perpetual + LTS
The license is granted as a perpetual license aligned with a designated LTS version of the IDM platform. The LTS model ensures stability and controlled evolution for systems with operational lifecycles.
Project-based
The license is applied per deployment. Each system deployed for a specific institution or client requires a separate IDM license corresponding to the scope and mandate of that deployment.
Certain arrangements fall outside the standard scope of the license and may be considered separately where relevant, such as:
- Joint venture arrangements for specific projects
- Revenue-sharing or commission-based structures
- Co-development activities or development services provided by Synergy
- Exclusive market, sector, or client rights
- Redistribution of the IDM platform as a standalone product or SaaS offering

Onboarding Process
Synergy provides onboarding to support environment setup, platform orientation, and readiness for implementation.
A complimentary development license may be provided for evaluation and initial prototyping. It is non-production, time-limited, and not intended for live deployments.
Engagement typically starts with a discussion to assess capabilities and intended application areas, followed by technical familiarization and, where appropriate, issuance of a complimentary development license.

No. Licensing is applied per deployment. Each production system delivered for a specific institution or client requires a separate IDM license.
Access to the designated IDM LTS version, LTS updates, self-service resources, and Service Desk access for 1 year are included under the perpetual license. Self-service resources, including documentation, learning materials, the eAssistant remain available independently of any paid support arrangement.
Redistribution of IDM as a standalone product or SaaS is outside the standard license scope and would require a separate commercial agreement.
