Synergy Receives Southern and Eastern Africa Chief Justices’ Forum Award

On 7 -12 October 2025, at the Southern and Eastern Africa Chief Justices’ Forum (SEACJFORUM), Synergy International Systems, under the leadership of Dr. Ashot Hovanesian, was deeply honored to receive an Award of Recognition for our valued partnership and continued support to the Forum. This recognition reaffirms Synergy’s enduring commitment to advancing access to justice through judicial digitization and modernization—not only across Africa but globally.

SEACJF Award

The 2025 SEACJFORUM, themed “Judicial Independence and Accountability in Safeguarding the Rule of Law,” was held in Gaborone, Botswana. Synergy President and CEO Dr. Ashot Hovanesian and eJustice Expert Niceson Karungi participated in the event, which brought together chief justices and judicial leaders to discuss how technology can support strong, independent, and accountable justice systems. 

During the event, Dr. Hovanesian delivered a presentation on “Aligning Norms and Standards with Global Benchmarks from a Technology Perspective,” exploring how digital transformation is shaping the future of justice delivery across the continent. Drawing examples from Rwanda, Zimbabwe, Zambia, Eswatini, Uganda, and Ghana, he highlighted how digital transformation is reshaping justice systems across Africa.  He also underscored how these countries are making a digital leap toward greater transparency, efficiency, and accountability—while safeguarding judicial independence.

Also in the limelight were Virtual Hearings and eCourts, which are redefining courts as services, extending access to justice beyond physical boundaries and enabling faster, more efficient proceedings. In addition, Dr. Hovanesian emphasized the role of Online Dispute Resolution (ODR) in expanding access to justice for rural and marginalized communities, bringing resolution mechanisms closer to those who need them most.

He further showcased practical applications of artificial intelligence (AI) that have been tested and validated to support courts in their daily operations. These include tools that enhance precedent search, automate administrative workflows, and make decades-old scanned case files searchable through OCR and interactive AI technologies.

Dr. Hovanesian also discussed Synergy’s Court Performance Management Systems, which provide real-time monitoring of backlog, timeliness, and overall performance—empowering data-driven and citizen-centered judicial leadership. Finally, he stressed the importance of aligning legal and digital frameworks, noting the need to formally recognize digital evidence, e-signatures, and online dispute resolution mechanisms within procedural laws, while reinforcing cybersecurity and data protection to build digital trust.

Adding to the rich discussions, Hon. Justice Joel Mambala shared Zimbabwe’s success story with the Integrated Electronic Case Management System (IECMS), demonstrating how technology can promote judicial autonomy through secure access to case files, auditable proceedings, and enhanced transparency and accountability.
