Synergy Develops Referral Management System to Strengthen Humanitarian Service Coordination in Somalia

In March 2025, Synergy began working with Danish Refugee Council (DRC) to develop a Referral Management System (RMS) designed to replace fragmented, manual referral processes with standardized digital workflows. The system forms part of DRC’s broader RESPOND information management environment and supports DRC staff and external partner agencies working across Somalia. 

Built on Synergy Auxilium, the RMS digitizes the full referral lifecycle, from beneficiary registration and referral submission to processing, follow-up, and case closure. Recognizing Somalia’s challenging connectivity environment, the system supports both web-based and Android offline operations, allowing field teams to capture and update referral information without internet access and securely synchronize data once connectivity is restored. 

Supporting Coordinated Humanitarian Referrals 

The RMS provides a unified platform for managing referrals and strengthening coordination among service providers. Key capabilities include: 

  • Real-time, two-way referral tracking from identification through to case closure across health, nutrition, and protection sectors. 
  • Offline functionality enabling referral creation and updates in remote areas, with automatic and conflict-safe synchronization when connectivity is restored. 
  • Dynamic service mapping providing up-to-date, searchable information on verified service providers and available resources across geographic areas. 
  • Multi-sectoral workflow coordination across DRC’s internal teams and external partners, reducing communication gaps and improving response times. 
  • Integration with DRC’s RedRose and Kobo Toolbox systems, along with a generic data sharing API for seamless data exchange and reporting. 
  • Strengthened monitoring, accountability, and follow-up through a unified platform with built-in audit trails and role-based access controls. 

The platform also includes centralized household and beneficiary registration, vulnerability and eligibility settings, agencies and services directory, referral management, analytics dashboards, and an integration gateway. 

By bringing referral information and workflows into a single digital environment, the RMS provides DRC and its partners with improved visibility into referral progress, service availability, and operational trends. This supports more consistent follow-up, evidence-based planning, and more efficient allocation of humanitarian resources. 

Training of Trainers sessions, user documentation, and role-based operational guidance have also supported DRC staff in independently operating and maintaining the system, strengthening institutional capacity for long-term digital information management.
