On September 27th, Jamaica’s Department of Correctional Services (DCS), in partnership with Synergy International Systems, proudly introduced DCS Nexus, a groundbreaking correctional management system.
The launch event, held in Jamaica, celebrated the country’s ongoing commitment to enhancing security, justice, and digital transformation. Attended by key government officials and stakeholders, it marked a monumental step forward for Jamaica’s correctional system.
A New Chapter in Rehabilitation and Reintegration
Hon. Juliet Cuthbert Flynn, State Minister in the Ministry of National Security, hailed the launch of DCS Nexus as a game-changer in Jamaica’s national security landscape. She emphasized the system’s pivotal role in ensuring that correctional facilities focus not only on security but also on rehabilitation and reintegration.
“For too long, the absence of a centralized inmate data system has hindered our ability to manage critical information accurately. With DCS Nexus, we are now equipped to build a more responsive and efficient correctional system that meets the daily challenges of facility management.”
A Strategic Investment in Jamaica’s Future
Lorenzo Escondeur, Chief of Operations at the IDB Country Office in Jamaica, spoke about how DCS Nexus is central to Jamaica’s broader national security strategy. He highlighted the system’s capability to enhance the operational efficiency of correctional facilities while bolstering public safety.

Brigadier (Ret’d) Radgh Mason, Commissioner of Corrections, stressed the transformative power of DCS Nexus in modernizing correctional management. The platform streamlines core processes, from inmate tracking and medical assessments to housing assignments and risk management, creating a more efficient and transparent system.

A Long-Term Vision for Success
Arshak Hovanesian, Vice President of Business Development at Synergy International Systems, Inc., reaffirmed Synergy’s commitment to the long-term success of DCS Nexus. He outlined how the system replaces outdated, paper-based methods with a modern digital solution, enabling real-time inmate tracking from admission to release.

A Vision Realized: Towards a Brighter Future
In 2022, Synergy was awarded the contract to implement Jamaica’s Jail Management System (JMS), supported by the Inter-American Development Bank (IDB) and in partnership with PricewaterhouseCoopers. This project is part of the Ministry of National Security’s Five-Pillar Strategy for Crime Prevention and Citizen Security.
The goal is to support the Department of Correctional Services (DCS) in building a better society by effectively managing and transforming offenders for successful reintegration. DCS Nexus is a significant milestone on this journey, positioning Jamaica as a leader in correctional management in the Caribbean.
