Introduction to the Integrated Electronic Case Management System: Rwanda’s Experience

The Rwandan Justice, Reconciliation, Law and Order Sector has been transformed by the successful implementation of the Integrated Electronic Case Management System (IECMS) across its core institutions, including the Rwanda Investigation Bureau, National Public Prosecution Authority, Judiciary, and Rwanda Correctional Services. This three-part webinar series was launched in July 2020 to provide participants the opportunity to hear directly from the Ministry of Justice and the Judiciary of Rwanda about the lessons learned after nearly five years since the inception of this sector wide digital transformation.

The first webinar was mainly focusing on the topic of ‘Implementing an Integrated Case Management System (IECMS) for the Justice Sector.’ This was a great opportunity for those participating to hear directly from the Ministry of Justice and the Judiciary of Rwanda about the lessons learned after nearly five years since the inception of this sector-wide digital transformation.

The second was focusing on ‘Performance Management for the Judiciary’. It introduced the core concepts behind the recent introduction of a Judicial Performance Management System (JPMS) for the Judiciary of Rwanda. Also identified how the sector-wide Integrated Electronic Case Management System enabled the monitoring of core case statistics, which can be integrated with staff evaluations to provide a systematic approach for monitoring Key Performance Indicators and staff performance.
