DAD Key Advantages

Proven Solution
DAD is the most widely implemented solution for Aid Management, Public Investment, and National Budgeting in the world. DAD is a proven solution that has been customized for and deployed in over 25 countries, and has proven to be sustainable even in the most tenuous of circumstances. It has enhanced the delivery and management of aid in a variety of development contexts, from immediate post-crisis/conflict and post-disaster reconstruction to long-term development. The list of countries where the DAD (or some combination of DAD solutions) has been most recently implemented and is currently operational and accessible online includes Afghanistan, Central African Republic, Guatemala, India, Indonesia, Iraq, Kurdistan, Lebanon, Maldives, Pakistan, Papua New Guinea, Rwanda, Sierra Leone, Sri Lanka, Thailand, UNDP Regional Centre in Bangkok, Vietnam, and Zambia. DAD has also been used for other international development initiatives, including the Global Fund to Fight AIDS, Tuberculosis and Malaria and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). |

Package of Solutions
DAD is a “package of solutions” that allows the system to be expanded beyond aid management tracking. In many countries, DAD has been customized and expanded to cover public investment, national budgeting, monitoring and evaluation, and knowledge management and collaboration services. Moreover, DAD is fully integrated with Synergy’s Web Portal technology, which offers a seamless link between the DAD database system and our custom-made Aid Effectiveness Portal. Analytical results (reports, charts, maps) generated in the DAD can be automatically published in the Portal. |

Sustainable Results
Unlike any other aid management system, the DAD allows users without extensive technical background to make modifications to the system on their own through Synergy’s unique tool – the IDM Knowledge Builder – without having to do any programming or having to go through thousands of pages of highly specialized source code. The IDM Knowledge Builder is Synergy’s innovative answer to the challenge of sustainable development in countries where technical know-how is often limited. By allowing users to modify the system on their own, we seek to help developing countries build their local technical capacities and thus decrease their dependence on outside expertise. Through the IDM Knowledge Builder, users in developing countries can become the real owners of the aid management system, thus ensuring sustainable, long-term capacity building. |

Analytical & Reporting Tools
DAD contains the most powerful viewing, analytical and reporting capabilities, and enables users to create sophisticated on-the-fly reports, charts, and maps. The breadth and scope of DAD’s reporting capabilities are unmatched. What is more, DAD provides these capabilities to non-technical users via a user-friendly and logical user interface. |

Results-based Aid
DAD is the only aid management system on the market that can integrate into a single package various sets of indicators, ranging from financial indicators to output and outcome indicators. Synergy’s powerful reporting and analytical tools facilitate in-depth analysis and measurement of the impact of aid and public investment on a country’s socio-economic well-being. Synergy’s innovative methodology of linking program/project/activity level indicators (such as Key Performance Indicators) with the Millennium Development Goals (MDGs), Paris Declaration indicators or a country’s Poverty Reduction Strategy Paper (PRSP) provides a unique environment for strategic planning. |

On-line & Off-line
Synergy provides comprehensive and powerful on-line and off-line versions of the DAD that work seamlessly for end users. No other aid management tool can claim such capacity. The Off-line DAD is a full replica of the on-line system and is installed on a user’s computer, enabling users without Internet connection to perform all the data entry, analytical, and reporting operations available in the online system. This cutting-edge tool has been specifically designed to address the IT needs of developing countries, where Internet connectivity is often weak or limited. Furthermore, off-line DADs are linked to the on-line core DAD, allowing users to easily synchronize data to and from the on-line system with just a click of a button. |

Integration with Financial Management and other third party systems
Thanks to its built-in interoperability layer, the DAD can be linked with financial, budgeting, and accounting systems. This powerful technical capability is matched with our on-the-ground expertise in implemented such integrative solutions. In India, the customized DAD (known as the Coordination & Decision Support System – CDSS) is linked with the Indian Government’s Integrated Financial Management Information System (IFMIS). The DAD can also be linked with statistical software systems to perform monitoring and evaluation (M&E) analysis. Linking DAD with DevInfo can greatly enhance the ability to analyze aid flows, MDGs, and other priority outcome indicators. |
