The Monitoring and Evaluation (M&E) extension of the Development Assistance Database (DAD) tracks Key Performance Indicators (KPIs) and output/outcome indicators to monitor the physical progress of development projects toward targets, milestones, and goals.
Implemented in over 10 countries, the M&E extension enables evaluating development activities by measuring a wide array of indicators, including the Millennium Development Goals (MDGs), Paris Declaration Indicators, and nationally-defined indicators in a National Development Strategy or a Poverty Reduction Strategy Paper (PRSP). Furthermore, the M&E extension supports the Managing for Development Results (MfDR) agenda by empowering developing countries and aid agencies to track development efforts towards clear goals and results.

Tracking Key Performance Indicators (KPIs): pre-defined KPIs are used to measure development results (quantitative and qualitative outputs and outcomes) of a given project. KPIs reflect particular needs and priorities of a given developing country to set up baselines and goals, as well as to monitor progress toward achieving those goals. |

Identifying Success Factors: factors associated with risks, efficiency, and sustainability are recorded and monitored to encourage timely corrective action, identify tangible lessons learned, and ensure effective project/program implementation. |

Analyzing Results by Sector or Region: KPIs can be linked to sectors (education, health, etc), administrative units (province, district, village, etc), or other criteria, thus offering tangible, measurable, and global analysis of aid effectiveness by sector, region, or any other dimension. |

Integrating with Statistical Tools: DAD can be linked with DevInfo, as well as other statistical packages such as SAS, SPSS, and STATA to enable statistical correlations between aid-related financial/ output/outcome indicators and national socio-economic indicators. By doing so, DAD serves as a key tool for evaluating long-term impact of aid on development. |

Updating Progress On-line: users can enter all M&E project data and submit project progress reports on a regular basis directly through the Internet. When Internet access is limited, an off-line version of the DAD is offered. |

Producing Analytical Reports, Charts, and Maps: users can create sophisticated and user-friendly reports, charts, and maps to support informed decision-making. The analytical modules (Report, Chart, Map) are integrated into the main DAD system providing a consistent user-interface. |

Querying: enables users to conduct querying of M&E data by any combination of variables (sector, region, development partner, etc). |

M&E for Cape Verde
A cutting-edge M&E system is being developed for the Government of Cape Verde, in close cooperation with the country’s National Information Agency (NOSI). The M&E system will be integrated with the national budget planning and execution system (SIGOF), and is intended to facilitate budget planning by tracking development results and identifying priority areas of action. The system will be used by the Ministry of Finance, the development partners, line ministries, provincial governments, project monitoring units (PMUs) and other relevant stakeholders.
