DAD Overview

The Development Assistance Database (DAD) is the most widely implemented solution for Aid Management, Public Investment and National Budgeting. It has been established in more than 25 countries world-wide in close cooperation with UNDP and respective governments to promote transparency and accountability of funds, results-driven decision-making, and aid effectiveness.
The DAD is a powerful, Web-based information collection, tracking, analysis and planning tool, which helps achieve the following objectives:

Ownership: serves as a decision-support tool for the government to coordinate development efforts in the country. |

Alignment: assesses the alignment of aid projects with national strategies and priorities. |

Key Features and Capabilities
On-line data entry: enables users to easily submit and subsequently modify all project/program information directly through the Internet, enhancing the quality of the data and facilitating the data collection and submission process. Where Internet access is limited, an off-line version of the DAD can be offered, which will fully synchronize with any Web-based DAD counterpart.
On-the-fly querying: enables users to conduct custom querying of the data by any combination of variables (sector, donor, project status, executing agency, etc).
Analytical reporting, charting, and mapping: allows non-technical users to create sophisticated and user-friendly reports, charts and maps to support informed, strategic decision-making. All analytical tools are integrated into the software, providing a consistent user-interface and allowing non-technical users to develop customized analytical reports on-the-fly.
Interoperability Layer: provides an interface for linking DAD with existing financial, accounting, and statistical systems and transferring data through import/export mechanisms, and links the Aid Effectiveness Portal with the DAD in a way that enables the automatic publishing in the Portal of analytical results (reports, charts, maps) generated in the DAD.
Workflow Manager: automates business process execution (alerts, e-mail notifications, user- role permissions, approval, etc).
Multi-lingual Capability: DAD can be easily adapted to the specific needs of a given country, including the localization of the software into the national language. |

Quick Response: DAD's underlying technology, Synergy's Intelligent Data Manager (IDM) Platform, provides for accelerated customization and deployment. A customized pilot version, based on the needs of the government, is deployed approximately 4 weeks from the project start date.
Capacity Development: Synergy trains and equips DAD users by offering a variety of training programs, tutorials, and user guides. This can include training in all functional aspects of the database, and even training in the IDM Knowledge Builder, a tool kit that allows database administrators to make modifications to the DAD on their own.
Sustainability: DAD contains all-inclusive database administrator tools which are designed to create the database structure, develop user interfaces, and change/augment the system as the need arises. The tool set also includes importing and exporting functions, the creation and management of users' access rights, backup/restore features, etc. All administrator functions are standardized and centralized, and require minimum time for training. Therefore, it is not necessary to have a highly specialized team of programmers to administer the database.

Partnership with UNDP – Long Term Agreement
Synergy International Systems holds a Long Term Agreement (LTA) with UNDP for the provision of the DAD software product and corresponding consultancy services. UNDP country offices around the world have used the LTA to procure the DAD system and provide indispensable technical assistance to their government counterparts.
At the invitation of UNDP and the government, a Synergy expert carries out a one-week needs assessment mission (jointly with UNDP) to demonstrate the DAD to key stakeholders. The key output of this mission is a proper scope of work for the customization of the DAD for the government. Based on this mission, a contract is arranged between the UNDP Country Office and Synergy based on the guidelines and framework of the LTA.
